TSA Business Analyst — Contract
Bristol — Three Days On-Site per Week
Competitive Day Rate
Contract (Inside IR35)

We’re supporting a major UK organisation seeking an experienced Business Analyst for a regulatory and security-led transformation programme.
The successful consultant will lead discovery and analysis, translate complex regulatory obligations into clear delivery requirements and work across business, technology, security, architecture and compliance teams.

This is a hands-on Business Analyst position. Applicants must combine direct Telecommunications Security Act experience with strong, demonstrable business analysis capability.

You will:
• Lead discovery, scoping and options analysis to define business problems, customer needs and opportunities for change
• Translate findings into structured business, functional, non-functional and data requirements
• Develop epics, features, user stories and acceptance criteria to support delivery teams
• Design end-to-end business processes, journeys and capabilities, including exception paths and edge cases
• Work across business, product, engineering, architecture, security and service teams to assess feasibility and align priorities
• Produce high-quality analysis artefacts, including process maps, business requirements, capability assessments, data requirements and options papers
• Maintain clear traceability between regulatory obligations, requirements, delivery activity and intended outcomes
• Support the definition of MVP and MMP scope, phased delivery plans and roadmaps
• Manage conflicting stakeholder requirements and communicate scope, dependencies and trade-offs clearly
• Contribute to quality assurance, continuous improvement and the development of business analysis standards
Essential Experience
• Direct experience working with the Telecommunications Security Act
• A strong background as a dedicated Business Analyst
• Experience delivering regulatory, security or compliance-led change
• Discovery, stakeholder mapping, requirements definition, process analysis and options assessment
• Experience working across complex technology, security and operational environments
• Ability to translate regulatory obligations into practical and achievable delivery requirements
• Experience producing business requirements, process maps, capability mappings, traceability documentation, RAID inputs, decision logs and evidence packs
• Strong understanding of Agile and hybrid delivery methods
• Experience defining epics, features, user stories, acceptance criteria and phased delivery scope
• Confident stakeholder management across business, delivery, architecture, security and compliance teams
• Excellent written communication and attention to detail
