The Financial Intelligence Unit (FIU) is the competent authority for the receipt, analysis and dissemination of Suspicious Activity Reports (SARs) submitted in accordance with anti-money laundering, countering the financing of terrorism and countering the financing of proliferation legislation (AML/CFT/CFP) and serves as the Bailiwick’s Financial Intelligence Unit (FIU).
The FIU will also support locally based law enforcement activities with financial enquiries.
The postholder will be responsible for the analysis, development and enhancement of financial data obtained from SARs and other relevant sources; to produce intelligence primarily aimed to instigate or support investigations into money laundering, associated predicate offences, terrorist financing and proliferation financing.

As they progress through the gateways, the post holder will assume supervisory responsibility of a team of intelligence officers and support staff. They will also be expected to maintain an investigative caseload. In addition, the postholder will be responsible for the receipt, analysis, development, and enhancement of financial intelligence and tasked with the production of intelligence packages of a standard appropriate for dissemination to Law Enforcement Agencies and other Competent Authorities within the Bailiwick and Internationally (in accordance with and as provided for under applicable AML legislation and the EGMONT principles of sharing intelligence). Such packages are primarily aimed at identifying opportunities to instigate or support criminal AML investigations and/or proceeds of criminal conduct with potential for criminal or civil forfeiture.   Some off-Island travel for training and liaison with other FIUs or competent overseas authorities may be required.
RELATIONSHIPS

The post-holder will work as part of a team of Officers and civilian personal within the FIU and will be line managed by the Operations Manager - FIU. The post holder will be responsible for the analysis of several SARs and identify relevant information or intelligence for further development, or investigative lines of enquiry.
The primary responsibility will be the preparation of high-quality reports for submission to the Operations Manager, highlighting the viability of any money laundering or compliance criminal prosecution, or other positive disposal within the law enforcement, fiscal or regulatory sectors.
The post holder will also be required to ensure activities support the Bailiwick Financial Crime Strategy and National Risk Assessment and adhere to the Financial Action Task Force (FATF) 40 recommendations and other relevant international standards.

The role will entail fostering effective relationships across Law Enforcement and with external agencies including the Guernsey Financial Services Commission, Alderney Gambling Control Commission, Law Officers of the Crown, Alderney/Guernsey Registry, the Revenue Service, local financial services businesses and other UK and international law enforcement partners including member countries of the EGMONT Group of FIUs.

MAIN DUTIES AND RESPONSIBILITIES

Financial Intelligence Officer
  • To analyse, manage and develop financial information obtained from SAR’s and other relevant sources relating to money laundering, associated predicate offences and terrorist financing for the dissemination of the results of that analysis both locally and internationally to instigate or support money laundering, associated predicate offences and terrorist financing investigations.
 
  • To produce high quality analytical products that communicate findings in a meaningful, clear and concise way using a range of formats.
  • To be able to undertake financial intelligence enquiries, utilising the relevant legislation and regulations to obtain information as required.
  • To comply with all intelligence gathering, development and dissemination policies and protocols, including the national intelligence model in preparing reports.

   
  • To have knowledge and understanding of the Bailiwick of Guernsey’s national strategy, Regulatory and FATF standards concerning AML/CFT/CFP and review a number of SARs in the light of those standards.
 
  • To ensure the prompt and accurate recording of FIU data and to maintain records relevant to own work area and support in the administration of statistical data and operational metrics
Higher Financial Intelligence Officer
 
  • To manage the SAR process, identification of intelligence cases for analysis and development and to authorise the dissemination to appropriate agencies and jurisdictions via the Egmont Secure web.
 
  • To provide technical advice and guidance on the use of intelligence-based methods whilst ensuring compliance with governing financial legislation, ECHR, Data Protection and PPACE.
 
  • To assist in the management of the consent regime. To manage and ensure the proper application of the 'Consent Regime' and where appropriate identify instances of 'No Consent' and raise these for appropriate authorisation to the Operations Manager - FIU or the Head of the FIU.
  • To manage and co-ordinate financial intelligence investigations in accordance with the Bailiwick of Guernsey National Strategy thereby demonstrating AML/CFT/CFP effectiveness against international standards, in particular the FATF Recommendations.
 
  • To foster and develop professional working relationships with key stakeholders involved in AML/CFT/CFP including outreach to the financial sector and other non-regulated entities to identify new trends, risks and threats to the Bailiwick.
 
  • In conjunction with the Strategic Analysts, to ensure the accurate recording and analysis of FIU data and the maintenance of annual statistics for local, national and international reporting requirements.
  • To provide supervision and support to their team including training, development and welfare requirements and ensuring compliance with health and safety for themselves, colleagues and members of the public.
 
  • To assess and manage financial intelligence enquiries on behalf of law enforcement, when so required, undertaking operational analysis to determine next steps.

Senior Financial Intelligence Officer:
 
  • Manage and administer intelligence strategies and policies.
 
  • Representing the FIU at strategic meetings.
  • Deputising for the Operations Manager as required.
  At all Levels:  
  • To ensure the appropriate standards of conduct, integrity and professionalism by team members and take action as necessary.
  • To prepare and deliver presentations to the finance industry with particular emphasis on providing feedback and direction to reporting entities.
  • To undertake training in financial intelligence and continuous professional development to maintain accreditation and knowledge of emerging developments/ trends.

KEY CRITERIA: ESSENTIAL
  1. Sound knowledge of relevant legislation, policy and best practice guidance, including the National Decision Model and National Intelligence Model.
 
  1. Excellent written and verbal communication skills, with the ability to undertake written research, extract relevant information, evaluate and draw conclusions in a clear and concise manner.
 
  1. Excellent administrative and organisational skills, maintaining a methodical approach to working practices with excellent attention to detail and the ability to work to tight deadlines.
  2. Able to act at all times with a high degree of integrity, to be entirely trustworthy and display an excellent understanding of the need for complete confidentiality when dealing with secure or sensitive matters, information or documents.
  3. A proven investigative background including a sound understanding of intelligence-based methods accessible to Law Enforcement.
 
  1. Proven management or supervisory experience and able to demonstrate an ability to lead and develop staff in accordance with their roles and personal requirements.
  2. Ability to undertake complex financial intelligence investigations in support of a wide range of criminal, civil and asset recovery investigations.
  3. A high level of IT literacy, including the ability to utilise open and closed intelligence sources and bespoke systems
 
  1. A flexible approach to working practices in order to adapt to the increasing changes, demands and challenges faced by the FIU.
DESIRABLE  
  1. Experience/qualification in AML/CFT/CFP.
  2. Experience or knowledge of financial services and products.
  QUALIFICATIONS/SKILLS
The Financial Intelligence Officer will be measured against the EFCB/FIU Performance Framework when appointed to this role, which will determine at what level they join the FIU, they will have the ability to progress to the top of the pay scale as they increase their knowledge and experience through training and development and day to day investigative work.

On appointment, the post holder should be operating at or working towards Level 3 of the States of Guernsey Competency Framework, progressing to Level 4 with service.
