On 8 October 2026, Investigo brought together more than 20 senior transformation leaders from across insurers, brokers and MGAs for a candid roundtable on one question: what does a Transformation Management Office really need to be today?
The session was hosted by John Monksmith, Enterprise Transformation Director at People’s Partnership (formerly AIG and Aviva), who shared what he’s learned from building and developing TMOs. The conversation that followed was practical, honest and occasionally uncomfortable, in the best way.
One observation set the tone early. Some organisations still see a TMO as “a more exciting name for a PMO.” The room disagreed. A PMO asks whether projects are being delivered correctly. A TMO asks whether the organisation is actually achieving the outcomes it set out to achieve. That difference changes everything about how the function is set up, who it works with and how it earns its place.
Our new white paper, Building and evolving the Transformation Management Office, captures the key themes from the discussion. Inside, you’ll find:
- Why so many “capacity problems” are really a reluctance to make hard prioritisation decisions.
- How leading TMOs act as the connector between strategy, finance, architecture and delivery, without owning any of them outright.
- Why the best governance committees work as a ceremony rather than a debate, and the groundwork that makes that possible.
- How to win over sceptical stakeholders who fear the TMO is just “marking the homework” of delivery teams.
- What misaligned executive incentives mean for transformation outcomes.
- Where AI is already helping transformation functions, and where human judgement still can’t be replaced.
The paper closes with eight questions every transformation leader should be asking about their own TMO. They’re a useful test of whether your function is driving value or just tracking activity.
Whether you’re setting up a TMO, reshaping one or questioning whether you need one at all, this paper offers a clear view of how your peers across the insurance market are approaching the challenge.
